Dubai New Rule: Bans Mixing Families and Individuals in Shared Housing

Dubai has released a new regulation under Law No. 4 of 2026 that regulates shared housing. Under these regulations, families and individuals are restricted from residing together in the same property, while men or women can share the same accommodation in different areas. Landlords and businesses will be given 12 months from the time the law goes into effect in August to comply with it.
For the residents and landlords, the new regulations regulate the use of rooms and space allocation.

Anyone looking to invest in Dubai properties must know that just because a property can be rented, it doesn’t mean it can be rented for shared accommodation legally. The new laws will also have a considerable impact on Dubai real estate, especially when it comes to shared properties.

Why Dubai Has Introduced Shared Housing Requirements

By Law 4 of 2026, a scheme has been developed which aims at managing shared housing. The objectives are to reduce cramped accommodation, enhance living conditions and safeguard people and property. Dubai Municipality Circular 1-3-1 of 2026 elaborates on the 10 obligations of property and villa owners, engineering consultants and contractors including rules for the preparation and processing of premises for shared living.

The rules are of interest to landlords engaged in property investment in Dubai due to the fact that the way a property is operated has to correspond to its approvals, and there is no ground for assuming that an existing lease is enough to provide for shared accommodation. Landlords interested in properties for rent in Dubai are required to check the way the property can be operated before making any decisions.

Families and Individuals Must Reside in their Own Living Units

Common residential dwelling must be given to families or individuals and not both. There are no mixed residents in one unit.

The living unit should also meet the requirements of the minimum space and bath:

  • Each person should have at least 5 sq. m. of bedroom space.
  • Every four occupiers should have one complete bathroom.
  • In an apartment shared by a family, the various members of the family will have their own rooms and will share a bathroom facility.

Owners and operators of shared family housing should check the number of residents, size of bedrooms and number of bathrooms before using the property for the shared housing purpose. Just because their is a listing of an apartment for rent does not mean it can be used for shared housing. For example, those who place listings of 4 bedrooms apartments for rent In Dubai should ensure that their plan suits the rules of occupancy and is not described merely by the number of bedrooms.

Certain Streets Ban Shared Accommodation for Individuals

The Municipality of Dubai has prohibited shared accommodation for individuals on certain roads in the city that are important for tourism and commerce, including:

At these locations, joint accommodation can only take place within families Landlords and operators should find out about zoning laws and suitable resident category before marketing a unit for shared housing. Shared accommodation is known to be possible in places like Deira, Bur Dubai, Al Nahda, Al Qusais and Dubai International City. This is why Dubai real estate market expect landlords to distinguish the demand for shared accommodation from the legality of running such an activity.

The address of a property on the list of townhouses for rent in Dubai, does not determine the possibility to apply shared accommodation rules at that location. Thus, the owners are to check the proper requirements before changing the nature of the property occupation.

Permitting Requirements and One-Year Compliance Period

As of August 2026, existing buildings and villas offering shared accommodation must comply within a period of one year after the law is established. While the moratorium allows compliance with planning and construction requirements, violations of the law and changes of purpose of usage are not subject to penalization.

The municipality claims that any violations of the law must be eliminated for the sake of protection of lives and property. Construction permits should be acquired for shared accommodation purposes, irrespective of construction of a new building or modification of existing villas.

The owners should:

  • Check the permission to operate the building.
  • Determine whether a necessary permit is obtained.
  • Investigate bedroom size, number of bathrooms and occupancy.
  • Eliminate unauthorized changes and violations of the building.
  • Complete all the works in the period allowed by the law.

These tests are significant within real estate investment Dubai because assumptions regarding the permitted use might result in costly modifications of the premises or suspension of operations. Although the term best real estate in Dubai may be utilized in advertisements, actual compliance with the requirement is critical for suitability for shared accommodation use.

Responsibilities of Owners and Property Operators

The circular defines the responsibilities that would need to be fulfilled by owners as well as engineers and contractors involved in the property. The owners and licensed operators are responsible for the properties where the business will be conducted.

Before using their properties for rental purposes, owners need to understand the following:

  • The location should be suitable.
  • The property should be licensed.
  • The number of bedrooms and bathrooms should be appropriate.
  • The number of guests should be appropriate.

The luxury properties for sale should not indicate that the huge properties with higher prices are exempt from regulations concerning occupancy. A real estate company in Dubai can help with the property paperwork, but the owner is still accountable for the standing of a property.

What Should Residents and Landlords Verify Next

Before signing the lease, putting ads for the rooms, or making changes in the usage of property, it is critical to check for information in accordance with the established framework. First of all, residents should make sure that their accommodation matches their household. Then, their occupancy plan must comply with the rules. As for landlords, they should always have the necessary permits and other compliance documents. Implementation of the rules may have implications in terms of how the operators consider the alternatives for rental. It does not mean that luxury villas for rent are exempt from fulfilling the necessary conditions of shared accommodation.

Short term holiday rentals in Dubai should not be viewed as shared accommodations in general. The owners should understand which rules and licenses are applicable to their expected use. The year of measuring time should not be interpreted as the exemption from conducting the necessary compliance procedures. In addition to that, it makes sense to check the location of the property, the category of the residents, and the size of the bedrooms and bathrooms, and the approval.
